Mutilatiion of Tail

My chow chow is 16 months old and has began to mutilate his tail until it is bleeding and sore. We got him checked for fleas and none were found. We have been advised by the vet that it is most likely to be behavioural problems.

Until this happened he was a very loving and friendly dog. However when we tried clean the area to put ointment on it he was going to turn on us.

We also have another chow chow and he is not affected by this problem.

At the moment his is a very sad chow chow and would welcome any help offered.
