*Censored Word* Gland Question

My chow's tail goes to the right side like he is in pain and he does not want to walk to outside to do his business. My vet has ran out of options. Can this be his *Censored Word* glands that are bothering him? How can you tell if the *Censored Word* glands needs to be removed and how harmful is it to the dog? Ou vet has expressed them quite a number of times but this still keeps coming back. Any suggestions on what I should do.

Are you sure the problem isn't his hips? They can go lame in the hind legs from the *Censored Word* gland, but that hasn't been much of a problem in the Chows that I have seen.
