Walking Tips

Hello,
I know this is a typical behaviour for independent chows, but I'm wondering if anyone has any tips on motivating chows to keep walking. My little guy Cypress stops and sits, reluctant to move so often on walks. Treats work, but only to move him a few feet, and not consistently.
He's about 12 weeks. Will he grow out of this? We are in an urban area so perhaps he's still acclamating, it's been 6 days since we brought him home.
