Front Paw dragging in puppy

Hi all,
Our 14 week old chow drags his front paws when walking. so rather than fully lifting his front legs he drags them then places them in front of him properly.
This is causing the nails to get filed down completely.
I've seen in the forum that some chows do have that and someone mentioned their pup grew out of it.
Any thoughts? any ways of fixing this/helping improve the walking technique?
