My chow bites/snap when I try to comb her

Hello my little girl currently 16 weeks old always tried to bite me when I'm grooming her. What can I do to help improve that

You let her play with the comb for a minute or so. Take it away, give her a treat and brush her gently and say “good dog”. If she bites again, stop it and don’t reward her. Find another time within the day when she’s relaxed and playing with a toy. That’s good timing. Repeat it everyday and in a few week’s time, she’ll understood what you’re doing and won’t mind you brushing her. Chows don’t take to routine easily. You need to introduce it gently to her.
