Privates Color Change - Black 14 month male

Hello all! New here… I have had several chow chows but now have my first black/brown chow. He, Shadow, is 14 months old. His privates have been black since day one until about 6-8 weeks ago. He started with two pink spots. Now they have a lot of pink and he is licking often. Literally the skin color is changing to pink or maybe they are growing?!? I have no idea.
He had a wellness check last month and the vet said all looked good. Is this common in black chows that are not neutered? Should I be concerned? Thanks in advance!!!
