Pee pad potty training

Hello, new here and I just adopted a 2 month old puppy and we have him in a play pen. He has a crate, a bed and toys on one side and 2 pee pads on the other side. He pees on them but doesn't poop even if I replaced the soiled pads with clean ones or even smeared a bit of his previous poop on it. I'm worried because he holds it in for hours and then whines to go out of the play pen in order to poop elsewhere in the house. I'm also worried that, even though he consistently uses the pad for peeing, once we let him roam free in the house he might pee everywhere. Hoping for any tips or advice. Thank you
