How to fluff up my chow

Hi everyone!
Hoping someone can help me
My chow is turning 9months in 2 weeks and currently weighs 15kg (33 lbs). I'm concerned if she is too thin for her age? People who see her keep saying she isn't as fluffy as other chows. When i hold her back, i can feel her shoulder blades and spine, is this normal?
Also, she has guard hairs on her back that won't "stand up" it lays flat, kinda like straightened with a hair iron. Is it supposed to be this way or should it be sticking out? How do I make it stick out?
By the way, she eats 2cups of dog food a day with vitamins and omega fish oil (though we just started now), and a bowl of dog milk. Is there anything else that we should be doing?
Oh and we never blow dried her, we just let her naturally air dry in front of a fan. Could this be the reason why she isn't fluffing up? Or could it be the diet?
Would she be fluffier when she grows up? Thanks
