New chow puppie

Hi guys I'm new here recently just added a chow pup to the family simba he's 4 months old he's a bit shy but is house trained for the toilet
I have a few questions:
What is best to be feeding him and how much, he's currently on puppy food 3 times a day
How can I get him to come to me I have tried doing it with petting or treats he won't take a treat from my hand and only comes when he wants
Getting him to walk on the lead I can get the lead on him but then he will turn into a statue and will not move what can I do he will not respond to treats
