Laying wherever he pleases

Hi there! I’m a mom to a 1 year old mix - Chow & German shepherd. Before I stumbled upon this forum I had no idea the thing I’m challenged with most is such a chow trait!
My boy is my heart and best friend. He listens and has great recall... when he wants. He does great off leash hiking with me or roaming the woods. However when we are on a leashed walk if he knows I want him to move he plops right down and WILL NOT MOVE for anything. I admire this about him, as I know he is admiring everything about the world from the birds to the grass, but sometimes I don’t have an hour to sit there, and sometimes it happens too close to the street. He is 90 pounds, and I am 98 pounds, so while I am grateful he never would dare pull me, I am struggling because I can not pull or lift him!
Any help or guidance is so greatly appreciated!
