Short hair spot under the tail

Hi, our Chow is Cooper. One year old and he has a "short hair" spot, rather large on his lower back, right where the tail is rubbing his back, but I can hardly believe that the tail hair is able to create that spot. I don't see him scratching or biting that area. See the picture for the clear issue. We wash him weekly for sure if not more with special dog shampoo.
