Skin or Coat problem?

Our Kyra (turns 7 this May) has been having some struggles with her skin or coat. We see areas around her tail that we feel confident are dandruff. However, she has other areas of her coat that are excessively greasy and look as though she's blowing her coat. Meaning the white, dead fur look around the time they are blowing. I am trying to figure out a shampoo that will help us achieve a healthier coat. If it is also a skin condition, would it be a dry skin causing the greasy coat, in turn needing fish oil? Or a whole change in food? I've included pictures, though they aren't the best, of the areas I am talking about with her coat.
