My new chow puppy has a build up of skin behind his right ear?

Hi,
We have an 8 week chow pup, he has settled in really well does seem to be very laid back and not wagging his tail, also we spotted after a bath today that he has a build up on something behind his right ear like cant tell if it is skin or build up on something?
Can someone help?
