Why my chow chow wont grow?

Dear all chow’s lovers
I wonder if someone facing the same problem as i do.
My chow how (female) at 6 months old only weighing 9.5 KG (20.94 lbs) while reading from the internet it said should weigh 14.5 KG (31lbs)
She is fine not skinny or whatsoever and daily food consumption (dry food “canidae”)
250 gram a day based on the feeding chart.
Is she normal? Or a little bit too small? What went wrong?
Hoping someone could enlighten me.
