Puppy Tantrums

Hi everyone... 
This is my first post... So my max is 4 months old... And I got a new puppy 15 days ago and Max’s tantrums have started... He growls and snaps at me... He’s also started ignoring me... However I need to apply his medicine for a fungal infection on his neck... He has bitten me like 4 times and now his bites hurt... Suggestions on how to help overcome his temper tantrums...?? And how to still show him I love him and not let him feel jealous of the new baby...
