New puppy itching biting same area lots!

Hello! I have a 13 week old cream male puppy, he has been itching/biting (he’s so fluffy I can’t quite make it out) the same area over and over, this is my first chow chow so have been reading up constantly and paranoid about him having hotspots now 
I’ve looked and looked and can’t see anything however have just found a tiny red mark like a spot which tip is yellowy green, any idea what it is and should I get it looked at?! We gave him a bath the other day but we’re so careful to rinse everything off and used all organic dog shampoo and conditioner and slowly dried him with a hairdryer (which he loved) so I’m hoping it’s not a hotspot just worried that the tip of it is green
