won't stop biting tail

My chow chow won't stop biting his tail and the area above the tail (where he folds his tail). The area is quite raw and most of the fur has been bitten off.
He started doing it a while ago but now he does it constantly. I would appreciate some advice on how to deal with this. thanks

Could it be a hot spot?

It's not a hotspot, at least not on his tail. He has bitten off so much that the fur on the right side of the tail is almost missing completely.

My dog had a similar condition. Finally had him tested for allergies. Turned out he was allergic to almost everything. Had to change his diet to chicken, fish and commercial food...zd ultra. My suggestion: have your dog tested for allergies. Your dog may have food allergies. Good luck!

Have you tried adding Solid Gold "Sea Meal" to his food. It is written to help with tail biting conditions.
