Whenever Penelope is acting the slightest bit off I immediately think she's sick and needs to be taken to the vet. If there's swelling and your chow is acting SO different from her normal, I would take her to the vet. WE once had a dog with an infection from being in heat (or mating, i'm not sure which). Not to be a total downer, but we ended up having to put her to sleep. If we hadn't waited the two days or so ...

All of the racoons here attack in packs!

All the chows I had met previously were of the chow skin rug variety!! Lazy, docile, fuzzies barely interested in a pet, occassionally zooming around, and only playful during playtime. Not my Penelope! #-o I've pretty much resigned myself to her energy levels. WE do all of the above so far suggested...
