I'm not an expert, but I think every chow grows at their own pace. At 9 months, 15 kg seems a bit on the lighter side, but if she's active and healthy, that might just be her build. It sounds like your chow chow might be developing a "guard hair" line, which is common as they grow and their adult coat comes in. This stiffer line is usually the transition from the puppy fluff to the more coarse adult coat.
