I guess I have been really lucky, I have raised 3 chows from puppy's and they never went in the house at all. No paper training, no accidents. You have to disinfect the area to the point she can't smell any sign of where she went. If she smells even a trace of it she will keep going in the same spot...

As long as the cat can get up where the Chow can't get to it, you don't have to worry about the Chow hurting the cat. What you should be more concerned with is the cat scratching the dog to pieces. The Chow will adapt to the cat, he's just being a puppy, you need to work on getting the cat to accept...
