Regular eye drops won't do anything to help the situation, everything is inside the eye. They do make special drops to help get rid of the cloudyness, but they are expensive. You should see an opthomologist before you go doing anything to the eyes, you could do damage to them instead of helping.

Sounds like PPM (Persistant Pupilary Membrane), and by the sounds of it, it is attached at the cornea. The problem is you need to see where else it is attached, if it is attached to the lens, that could cause a problem and maybe lead to blindness. Or you could just fold a couple of layers of duct tape over the sharp edge of the collar. Start out with a 1/3 the width of the tape, then 1/2 the width, then full width. That way it will build up a blunt edge. Hope he gets well soon.
