Can you let your dog off a leash outside?

jersey can be let off the leashe for morning and afternoon walks because in tahoe 50% of the cars are tourists and i live on a street that people can't use to gt around traffic so there are no cars around and he thinks the whole world is out to get him too

OK...maybe I need to move to Tahoe.
But, you know what - stop - what am I saying - Mia is still a chow and she is still Mia. Nope, she may never be able to be leash-less. She is an inquisitive, flightly little miss. Maybe, one day, if we ever find a place that is totally fenced in.
