Skin rashes

Hi all,

I hope you can help me, my chow is suffering from skin rashes that I can’t seem to get under control as he keeps biting and scratching them so much so that he often yelps in pain when doing so. I am trying to get him into a vet but he doesn’t let anyone near him other than me. Really lost as to what to do.
