Hips Make Cracking/Popping Noise?!

*Please note that I will be taking my chow to the vet as soon as possible.*
I have a neutered male chow that's 2.5 years old. Noticed that above his rear legs, close to his bum- that the joints make a popping noise and I can feel it move. When he's walking up the stairs, it pops on both sides one at a time (left, right, left, right) but on a flat surface it doesn't do that. Also should mention that he is not overweight either.
Has anyone ever experienced something like this?? Would appreciate any response.
