New chow owner here and messing it up...

Hi guys
My chow is almost a year old now. I few months ago I took him to the groomers and they shaved him.
Now I've read all the stories on this forum about how bad it is to shave a chow. Will his hair grow back? Only his main grew back a bit, but the rest of his coat is still quite short.
