Is this PUPPY SMOOTH OR ROUGH COAT!?? Help PLEASE!!

Ive been trying to get a Chow Chow puppy for the longest. I want a close face rough coat chow chow. I contacted this breeder and they sent me these pictures of the parents and the puppy. The parents doesn't look that much rough coat to me. Can you please tell me from your experience if the puppy is going to have a smooth or rough coat??

Looks rough coat to me, but not with a closed face. Some are fluffier than others, I think maybe they have fluffier coats where the weather is cold or it snows so ask the breeders where they are at. In the tropics I haven't seen one of those super puffy coated chows, but we do have rough coated as a rule with a more open face, not so mashed but more "wolflike". Also, ask for papers and health guarantees if at all possible.
