Bear & Merlot

Hello,
I just joined this forum as I found it so interesting and educational. I have a puppy Chow male Bear and a new 3 months old female Chow Merlot. Bear is an amazing boy I am so proud to have. He is very smart and loving. Understands almost anything he is told. Very affectionate and loyal. He is very careful around Merlot and doesn’t seem to accept her although we thought he will enjoy a companion! Do you have any ideas on how to make him love her and play with her. He avoids her as much as he can but his eyes are constantly watching her movements. Thank you for any advice
