Is our chow underweight?

Hi there! We ha a four-month female chow named Khaleesi... She is the active type... I am just wondering if she is underweight because she only weight 18 lbs?

Chows have a large range of varieties. With 18 pounds at four months, she is definitely not belonging to the large Chow variety. As long as she is healthy, active and get's proper food ( amount an quality) she is fine.
If you feel her rib cage, the ribs should "stick out under the skin" but you should be able to easily feel them.
That's a very simple but rather accurate test for a dog being appropriate developed. neither seriously under nor overweight.
