Chow chow fluffy fur

Hi my chow nala , who is 7 months old has really puffy fur around her head and bum but when it comes to the middle of hair body it all seems flat and very wire like this stays the same even after we wash her , we havnt taken her to have her hair cut because we’ve read things that we shouldn’t we just really don’t know how to make her look fluffy, puffy and back to herself again, thanks
