allergy???

please read my post on allergy for the background on this. i took my chow mix who is 11 or 12.his skin was so bad we both cried. vet asked if dog had mange when young.said did not know rescued 2-3 years ago. vet petted my dog on back, dog cried in pain.vet says on scale of 0 to 10 this was a ten. not allergy but sebborhea a skin disease. said stop allergy meds. must bathe with medicated shampoo, leave on several minutes, then towel dry till dAMP then put a lotion on and let dry.do this with antibiotics for 6 weeks. also must be an inside dog
