off the leash

Hi everyone! need help, whenever i put my chow on a leash he's super obedient and follows everthing i say. but once he's off the leash he's like "i'm free!" and won't listen anymore no matter what. any tips? thanks!

Don't take him off the leash my chow is great off the leash follows us to car without leash no problem but I stopped doing that because it would only take onetime him running in street and something terrible happing not worth it So we put leash on him all the time to and from car why take a chane when is so easy preventable
