walking and other dogs

I have a question that I hope someone can help me with. Matilda is 10 weeks old and I take her for a short walk in the evenings (mainly just to help socialize). The problem that has crept up in the last couple of days is that she wants to bark at everyone that she encounters when we walk wthether it be passing us or even if the person is in there own driveway. How do I get her to stop and continue on. I have tried making her sit and offering a treat but she wants no part of the treat. She somtimes will sit though. I have been doing very short walks since I got her at the age of 7 weeks to help with the socialization. I would like to nip this in the bud before it starts. Matilda will start kindegarten class on July 8 with 9 other puppies. Thanks

Could be insecurity, could be just wanting to say hello, ...! You could address the issue in kindergarten class!
