Chow mix needs help

I am trying to find a rescue that can help with this wonderful chow/border collie mix, Samson. He is currently being held at the Windsor, MO animal shelter. He is in good health and would guess that he is around 4-5 yrs old.
The only problem the shelter staff is having with him is getting a leash on him. He could have been tied out at one time and fears it? The animal control officer is working with Samson.
He does well with people and does well with any of the dogs we have kennel next to him. We plan to have him groomed to help with some of tangles he has in his fur. If you can help or know of another rescue we would so appreciate the help/contact. Please contact me if you can help!
