My chow chow can not get used of the city

Hello,
We took Noureev home at 8 weeks old and since then we did all our possible to get her used to the city but with poor results. She came from a very good breeder and overall is a well balanced puppy except for the "going outside" part. She's playfull, loving, well behaved, smart, We love her very much and feel somewhat guilty to have brought her in this environment. Walkies are becoming easier these days and she even seems to enjoy them a bit but I came to wonder if it wouldn't be a better future for her to go back to the breeder in the country; She 's almost a year old, we have seen several and helpful dog behaviourists who told us she would always be a scared dog around town but that we could expect some light improvement with positive reinforcement. We do apply their advices every day but i can't help myself thinking she would be better off living in the country.
I think she's very attached to us and would be sad or depressed if she was separated from us. also she doesn't seem "unhappy" at all despite these issues. but maybe it's me giving her human intentions and mine are that i would be devastated to say goodbye to her.
i'd like to have the opinion of chow chow lovers on this.
