Flights and Airlines with Chow Chows

Hi,
I came to the states 9 months ago and finally settled, decided to bring my Chows from Turkey via a Friend, she has a reservation with Air Canada, they declined her request to have the chows in the cargo department. I know they are concerned about the health issues and their reputation if anything happens to them, i understand. My chows are not short nosed dogs and i explained that they are going to have papers and certificates that states they can fly. even so they declined it.
Is there a reasonable, better way of bringing them here? Or if you did fly internationally which airlines did you use?
