Training Suggestions Needed for my Chow

So, I have a well behaved Chow Chow, he is about 3 years old, overall a great family member, male
so my chow is overly aggressive to any male dogs near by, especially larger male dogs... i literally cant bring him to dog parks because of my fear of him being overly aggressive with other male dogs... almost have to keep him on a leash at all times... but with female dogs, he has no problem whats so ever... its the strangest thing... small dogs he generally is fine with, its a hit or miss, but if its a male, generally he would start growling at it, but if its a small male one, he may or may not be aggressive... any suggestions on how to correct this behavior?
another thing I noticed... my "Bear" generally listens perfectly at home, as in i give him treats and cheese and he does everything I want him to do, sit, stay, lay down, high five, hugs, go to mommy in the other room, etc..... obviously Bear knows whats going on and does everything i tell him to do.... and yes he does know how to come here.....
but when we go to a field in the park, when you ask him to come to you he doesnt listen, when you want him to sit down he doesnt do anything... cheese, meat, treats, dont do nothing for him...
i am considering using the E-Collars with my chow to get him to start listening when we are out in public, but havent actually implemented this training yet...
does anyone have any suggestions on how to get my chow to listen outside of the household... and also to stop the behavior of being so aggressive with other males...
(background story, there is a reason why he is aggressive to males, when he was younger, he had humped another male dog, which that other dog threatened him, ever since then he has been extremely aggressive to all male dogs, and that particular male dog turned into his nemesis... each time that dog and my dog pass each other there is a loud shouting match between the two... its quite funny to be honest... still would like to at least get him to stop being so aggressive to male dogs... not all of them are mean...)
