This all boils down to one thing, and we all know it : (some) people want to own a purebred dog but do not want to cough up the $ 2000 that a purebred puppy with "real" papers costs. So they look for cheaper options (in most cases, much cheaper) to the detriment of the "purebred"...

I would say that bathing him once a week is what is making your dog so uncomfortable that he wants to scratch all the time. That's probably it! Boredom could also be a factor. Fleas? I doubt it. I don't think they'd survive all those baths! :) Food allergies are a possibility. Only the vet can tell...
