I would say that bathing him once a week is what is making your dog so uncomfortable that he wants to scratch all the time. That's probably it! Boredom could also be a factor. Fleas? I doubt it. I don't think they'd survive all those baths! :) Food allergies are a possibility. Only the vet can tell...
