You should always see the parents whenever possible. But it is also advisable, where possible to see or at least see the pictures of the grandparents and even the great grandparents. if both parents have a closed face then more then likely the pups will too and vice versa...
Actually, a look at the grandparents is a better predictor. If the parents are both heavy but have a fair amount of open faced Chows in their pedigree, there's no telling except at birth.

While I concur with Kiwani on this, I have to say that I personally don't consider a Chow "full-grown" until they are about 18 months of age. Generally by 11 months, they have reached their "adult" height; however, they will continue to add weight via muscle and bone for another ...

Not if the pup is over 8 weeks of age... you will have to wait. However, if you can get a picture of the pup, side on, at under 24 hours of age, that's the approximate sillohette that the pup will eventually evolve into (with upright ears) at about 3 years.
