Your dog is certainly an unusual color. I would love to see a copy of his pedigree. It would be interesting to see what lines were bred to come up with this color. Do you know if this is the only pup born this color?

Don't let anyone take your dog and use them as an example. I had the same problem when I first started training and it was hard for me to speak up but people do not understand chows. They should always be trained with positive methods, no manhandling. There should be no pain in training it should be...

I'm sorry to hear about the problems you are having. I wish more breeders were doing health checks. Of course even then you can have problems come up. You can find breeders that are doing health checks though, you just have to do some research.

Its hard to tell from a picture but it does look like it may be from fleas. I would think your dog would be scratching though and you would have to be seeing fleas. Best idea is to go to vet.

You might have to go to OFA.org and check by kennel name. More breeders are doing health checks but it is difficult to find a pedigree with 3 generations of OFA much less anything else.

Your dog may be scratching because of the close clip or just because they feel different without all the coat. Could you keep a log on Loki for a few weeks? Write down when the panting happens ( time of day and activity ). Note when you give him the pain medications and how long before the panting stop (or if it doesn't) Maybe something would show up that would help. I know my old guys have more trouble when...
