We had a doctor like that - she wouldn't even give a refill on an inhaler unless you came in to see her. Doctors like that, whether people or animal doctors, only want more money. They don't care about the patients.

If you decide on a small breed, you will really have to watch them together. More so than you would for a medium breed. Boom could hurt/kill a small breed very quickly and without even meaning to if they got too excited playing together. Mine prefer dogs around their size - not much smaller or bigger.

I hate it when they have breed bans. How about taking a look at the dog in question and basing your decision on that?

How exactly did he hurt his back? Did he stand up really fast and hit it on something he was crawling under? If there aren't any broken bones maybe it's just strained and will take a while to stop hurting. What does your vet say?

Since she isn't aggressive to every dog, I think she would be ok with a new addition. However, I would suggest keeping the puppy in a crate when you are not there and keeping them supervised at all times until you know for sure how she is going to react.
