It was already mentioned above but I'll repeat again based on my experience. You're giving your puppy too much room to start with. He can't decide what's outside and what's not. @ 4 months don't forgot that he's just a puppy still so please don't expect from him to behave as an adult dog though it's important to start training already ofcourse. First question that comes to mind though.. often do you actually walk him ? If the puppy has too much energy he needs to get rid of...

It was already mentioned but I'll say it again. Please Do Not let your puppy run up and down the stairs while he's so young. Carry him up and down for now even if he gets a bit heavy. Chow Chows are heavy boned dogs and the paw joins are not strong enough to handle the stairs or landing from chairs/...
