Have been through this with 2. Holly was toilet trained within 1 week - all of her own accord. Max was a bit more troublesome. I think boys are in general. Mine don't go the toilet for numbers 2's when out in general (depends on how long the walk is) but I'd suggest he doesn't yet associate his toil...

I use a sort of baby eye wipe. Holly is very good, she closes her eye when I do it and I just gently wipe down and away from the eye. Been doing it for over 6 years and no problems, plus very clean and easy.
