I fostered 3 chow puppies and their mom for 4 months a few years ago and there was only one accident on the kitchen floor. I didn't even have to "train" them, they trained themselves.

One of our chows used to pull like that until I bought a "haltie". Problem solved! He's older now and I just need an ordinary collar for him, but when he was younger that halti was easier on both of us

There are no bad chows, only bad vets and bad owners. Any vet that would "warn" someone against getting a chow is irrationally afraid of the breed.
I agree with the others - get rid of the vet and find a new vet familiar with the breed.
